Where is the site located? 
The proposed site is on south side of Hirst Road starting at the corner of Maple and Hirst.

What is the size of the site?
The apartment proposal site will be 13.72 acres. The indoor/outdoor recreational facility will be 18.7 acres

How many buildings will be on this site?
The proposal has 8 buildings. 7 buildings will be 3 stories. 
7 - 3-story apartment unit buildings
1 - 1-story clubhouse building

How many apartment units will there be?
There is a total of 176 proposal units. The proposed rezoning will allow 205 units.
30 - 1 bedroom units (17%)
113 - 2 bedroom units (64%)
33 - 3 bedroom units (19%)

How many parking spaces will the apartment site have?
The apartment site will have 422 parking spaces.

What else will be on the site?
The development will have a clubhouse and pool, and on a proposed adjacent 18.7 acre site, there will be a large multi-use indoor/outdoor recreational facility that would include miniature golf, bumper boats, electric go-carts, bowling alley, land for special events and an large outdoor amphitheater for concerts and performances.

Has Tilley Entertainment tried (and failed) to place the venue elsewhere in Loudoun County?
Yes. Tilley Entertainment has tried to build it off Sycolin Rd., a two land road, in Leesburg (just outside of town limits). Then they tried off Evergreen Mill Rd., also a two lane rd, right by Ryan Rd. These locations were not near residential and was denied because of the proposals did not fit the nature of the locations. See the applications.

What is the current zoning of the property?
The proposed apartment site is currently zoned CM-1 and in order to proceed with the apartment complex the site must be rezoned to a district that allows high-density housing. Examples of CM-1 property are the commercial properties along Hirst west of Hatcher. For example the buildings where the police station is located is zoned CM-1. The proposed indoor/outdoor recreational facility is currently zoned commercial/industrial.

What is the proposed zoning?
The proposed zoning of the apartment site is PDH-15 which allows for 15 dwelling units per acre. This allows for 205 units. The proposed zoning of the indoor/outdoor recreational facility this land to mixed commercial. 

Where will the entrance to the site be?
There will be one entrance and exit to the site. It will be on Hirst Road and will be approximately 1,300 feet west from the Hirst and Maple intersection.

How will the additional traffic to and from the development affect the Town?
The development will add an additional 9,000 vehicular trips to and from Purcellville each day.

Does the site affect Catoctin Creek and the floodplain?
Yes. Areas of major floodplain are located on the property per the floodplan map of Loudoun Count. Portions of the site are subject to the floodplain district.

Are there existing apartments in Purcellville?
Yes. Purcellville currently has three apartment complexes. Existing apartments in Purcellville are Main Street Commons on 16th St., Maple Avenue Apartments across from LVHS, and Purcellville East, also on 16th Street. Statistics from City-Data.com indicate that the current ratio of renter to owner in Purcellville is 21% renter-occupied. If the proposed 176 apartment units are built, the ratio of renter to owner will increase to 31% renter-occupied.
